Mature turnaround plans treat discovery as a certainty with an unknown address: explicit contingency in schedule and materials, inspection early in the sequence so findings surface while there is still room to react, and decision rules pre-agreed with the operator so emergent work is dispositioned in hours. The alternative — negotiating each finding from zero, mid-outage — is how 20-day shutdowns become 40-day ones.

Restart is part of the scope

A turnaround does not end when the last flange is torqued; it ends when the plant is back on spec.
